  1. Most of these people will be helpless when their parent pass away. And/or when another large scale disaster occurs. Firstly even if they have the skills, they probably receive minimal wages, which aren't enough anymore to live independently. Secondly getting a place to live requires to interact with people and quite a bit of paperwork. And if there are huge crowd in need, their case cannot be handled specifically.
