Japan would have to seriously sanitize the contents of the shows.

Nothing is free. I believe that the license fee is steep already, just for NHK. Fine concept, however. Bilingual programs still exist, I think (I don't have a TV), but without subtitles(?).

I once was told that, if Japanese people earned a Bachelor degree, they had authorization to be a teacher (even if the major isn't related to education). I found that odd, but I didn't know they needed some certification for English. I'm not sure that native English teachers are still attracted by Japan in numbers. That's not my field, but even jobs offers in the private sector suggest a very low compensation; way lower, for a cost of life way higher, than 15 years ago. Teachers need to make a living too. I knew a fellow-countrywoman with a preteen daughter at an international school, who wanted to quit Japanese classes because she couldn't follow. So yes, kids can feel overburdened by foreign languages. Even if it's spoken in the country of residence.

@Momo-qo7is You know you're proficient enough when the Combini workers won't respond in broken English.

@magfam9980 Polite ≠ Nice. I've worked in Tokyo in Japanese. Before I learned the language, some people would just run away when I started asking for directions in English. I get it, they can be short on time. I visited Italy, English and a few greetings in the local language is fine if they are able to communicate; like in most touristic destinations worldwide.

The Japanese are not used to such a touristic afflux.

@valorzinski7423 Are you sure that fast internet is available in remote locations like mountains or islands? If the idea is to democratize access to such broadcasts for public education, Hertzian waves offer the best practicality/cost ratio.

@TheBigExclusive POLITICIANS want more tourists. Quite not the same. (Though learning the language of every country one just visits is absurd).
