  1. I'm no expert in this field, but maybe they view it as "pay 500m and solve the problem 100%" (their non technical view on the problem) instead of "pay less than 500m and solve the problem? But what if these guys don't solve it? Or run into other problems and need more time and money? Meh, lets just throw our money to big corporate brother rather than little civilian cousin.
