This won't work. Africa is very poor. Without urgent help, most of Africa is likely to be conquered, added to the global caliphate, and ruled by Daesh Al Qaeda. Africa is way too poor to pay for international equipment, logistics and contractors.
Whether Africans would like it or not, Africans are in grave danger of external takfiri armies transforming their societies, bringing shariah, pushing girls back 10,000 years, bringing back slavery, suppressing STEM as HARAM etc. We see this in the areas sunni islamists currently control . . . such as Afghanistan.

@astro_jimmy3000 This has happened in Africa before. And every time it led to complete catastrophe, mass starvation, mass dehydration, mass violence and foreign intervention.
For example, Belgium got the wise idea to suddenly leave Congo in the early 1960s. Belgium left in a chaotic way. Almost every educated Congolese person left with the Belgians. Leaving all of Congo with only 3 Congolese government employees of the previous government and only 20 college educated people in the whole country of Congo. Obviously, Congo collapsed. Congo has never recovered from the catastrophe of the early 1960s.
It would be best if African countries progressed from very poor countries to poor countries first, surged perfection, excellence, capacity, competence first; and gradually reduced dependency from foreign (other African and non African) powers.
Independence comes from our own perfection, excellence, capacity, competence. How can it come from anything else?
The 8 successful African countries all have very close friendships, de facto alliances and collaboration with other African and non African powers.
