To stop massive collobarations from creating a state and effectively waging a war against the rest of society there would be private police that would try stopping such things from developing. 2. What you described is NOT the situation right now, as there has NEVER - since like tribes - been a lasting anarcho-capitalist civilization of any kind. 3. To be clear, I am NOT proposing any such society, I am simply arguing over definitions and falsehoods.
