  3. Ban Russians? This reminds me of the 2011 Wolf Amendment of USA. They banned China from participating in NASA projects. Look at China now, they have retrieved samples from the far side of the Moon, they have a rover on Mars, and they have built a space station. Next year they will send up a space telescope.
