  1. The US Midwest suffered a serious drought in the past few years. Many farmers had to cull their herd and many fields were abandoned. During the same period in the past few years, China built a network of thousands of miles of canals to move water to wherever is needed. America has the capability to do the same, yet they are restricted by state laws to do so: they are not allowed to transport water across state lines.
