  2. Blinken's message is more for internal consumption than to provoke China. Blinken wants to create a narrative in the americans' mind that china is helping russia. Although his words neither accused china nor implicated china, in the audience's mind, the message is that china is helping russia. This is an indoctrination method -- if you say it enough times, people will believe it is the truth.
