There are NO WINNERS in a Nuclear war, and those lucky enough, or unlucky (depending on your perspective) to survive, will have difficult life ahead of them. Government will likely be erased, food and supplies would be hard to find for years. If if you survive the nuclear blast, you then have to survive starvation and being killed by other survivors.
