Not at all okay but it could have been worse. Some jail time coupled with rehabilitation is the way to go. I'm not excusing the behavior but this was relatively minor crime. Force them to work to pay it back plus six mos jail time. No need to go overboard, that just keeps people enslaved into the prison system and doesn't fix the original problem. At least they didn't get violent. That's a big deal to me. If they did, I would be more upset and want a harsher punishment. Since they didn't, I'm willing to treat it as a minor theft and punish it accordingly. 3-6 months jail, pay it back, and an apology. I think that's fair.
