The leash was purposely long. Notice how they took their sweet time getting it off her. This is exactly what they wanted to happen. The cop holding the leash should have been fired at a minimum. He won't be bec he'll claim it was an accident, when he knows damn well exactly what he was doing. No such thing as a non-racist Pig in the US, unfortunately. I wish there was, but there wasn't.
