  4. Some people just aren't right in the head. People should be banned for 10 years from animal ownership after the first conviction, life after the second. Geez. It's an innocent being. How can you use it as a toy? Very sad to see but happy it has a safe home now. I hope I would have the same guts to intervene if I saw that happening as this young woman did. Who brings an innocent animal to a beach to use as a beach toy??? I don't know what happened to these people as kids but clearly something went wrong.
