  2. It seems like with a few changes to boxy heavy look of the buildings, it may have worked well. Many people live in high-rises today and enjoy them. Also, look at other places in Europe- it's very simple to create attractive desirable public housing if the political will is there. You just have to make sure the right visual and functional design is in place.
