European cities grew more "organically" and we have more powerful and richer cities that employ people who went to school to learn about city planning so everything that is built is well thought through, planned and regulated But it is fair to say that we also have some racial segregation, albeit not maliciously planned. In the 20th century when labor was in demand people from mediteranian counties came up north to work (settled and never left). The jobs they came for were typically low income jobs. As the original population moved to newer houses in outer city areas, immigrants filled the old ones. This way whole town sections got darker where they originally were white or mixed. At some point remaining white folks do not feel comfortable anymore and leave too. Education is good and affordable though so the children of immigrants often did well and the population gradually mixed again. But we're not there yet.
