I don't know the source anymore but I heard that canabis was indeed banned because blacks were using it, so they could be criminilized and put in prison). And it didn't stop there, the same trick was pulled on Asians that got too successful in business (they banned opium based products so they could put them in prison). And on latino's (the banned cocaine, which was their favorite drug).
