I am not too thrilled about the concept of a referendum. It would make impossible to govern. Say, a party says "we want to end up there" and they get voted in. They start working, they make plan: we will do this, we will do that, and then we will be there. By the time they want to do that, the people say "We don't mind you going there, but we don't want you to do that!" and tgat would be it. Anything unpopular would be blocked, the country woukd be paralized.
