  1. The system is perfect. It's the voter who deteriorated over time. Today, a substantial part of the electorate cannot even make up their minds about being a socialist, a conservative, a liberal or a fascist. Those clueless people vote all over the place, yielding increasingly erratic election results and lots of "splinter parties" popping up and disappearing again.
