  1. No, they're just stupid/retarded. Some people stop developing emotionally at 2. They do have babies and it's very hard to stop them, legally. Now this only took one baby's life and they will likely not have the opportunity to repeat it. I've seen a documentary of a Dutch couple that had 4 children taken away from them by child protective services. They just kept going, they could not be sterilized forcefully within the law (because freedom) and they remained defiant. There was no reasoning with them so all authorities could do was monitor them and take every child they produced. These people aren't criminals, they just lack the intellectual and emotional ability to be a parent. It is up to society to prevent them from having children.
