It's classic divide and conquer. You make sure to have several parties work for you, in this case the Russian military and some private army, and then make them compete for your favors so they will keep each other busy rather than look up. It does look a bit like he is looking up here though. It would be interesting to see what happens if he does start to retreat, without ammunition. He may well get a taste of his own medicin.
