Yes indeed it can go to several times supersonic. but when it is launched, it have subsonic, even slower than propeller aircraft at its regular speed. So, the solution is simple. Since it is in international deep sea water, just make one or two aircraft carrier armada approached near those ship. Anything fly from those ship will be shooting down. None of this violates international rules, since it is in international water anyway...
