In technology, the matter lies in time, and its relevancy. Sure, if given enough time, China can build the chip currently considered advance in the market. But when they able to make such a chip, it is no longer relevant to the market.
Furthermore, when put into the whole usable system, chip need to talk to other components as well. Good chip without compatibility to other components is useless. There is many parameters to satisfy compatibility, such as the firmware of the chip, driver to make it run with others, software that utilize it, etc. Unfortunately, none of those tech community to make the chip run smooth, located in China.
In short, when viewed from this perspective, China aim to make fastest engine possible, while US is already manufacture and sell Ford cars. China answer to the chip blockade is only a partial at best, in this case.

@leezhieng Hi. Thank you. Technology market is not something can be built alone. There have to be tech community that support it, whther it ia buyer, manufacturer, designer, etc.
Take an example of huawei mobile phone after it is banned and can not use google play store. Their market is steadily decline and for many consumer is not an option. Hardware wise, it is good phone. The chip inside is good. But hardware alone just one component for the phone to be success on the market.
China market indeed currently is a big market, but it is shrinking. Should we refer to demography structure, more older people by next two decade than the young one. The rising market now is india as they have better demography structure than China.
What I am forsee currently is, as currently ongoing in technology market, "whatever in china, stays in china". Take an example of mobile phone, the software inside has china software, and "ROW" (means Rest Of the World) sofware. The things build and sold in china is different than other market.
