  10.  @loosilu  Probably. However, rank is sorted by the institution that ranked based on comparative factors among the participant. It was not linearly correlated to the perceived quality of life to the inhabitant on the state that are ranked.

  11.  @loosilu  The glass is half empty or half full. There is two view to look about it. It is Arkansas that has deteriorated, or other state has advanced faster than Arkansas. I wouldn't think Arkansas is deteriorated. But, I think other states is moving faster than Arkansas, which is a good reason for Arkansas to catch up for better.

  12. ​ @bemhibbits4157  In democratic institution, any legislation has its own reason behind it. Also in modern governance, there is multiple parallel issue need to be resolved. Since the legislation done in parallel ways, it was the fastest resolved one will be announced earlier. I am sure there is many issue currently being discussed behind the door. Should there is any issue regarding state officials abusing their position, public can request an investigation into this matter from the legislative body. Please do channel your request to the right officials.

  13.  @bemhibbits4157  I think you may see the resolved and ongoing legislation in the Arkansas legislation portal. Whether you compare to Minnesota, every state will answer to their constituent. When majority of its constituent think it is good for them, then it is good for them, despite external party view it as it is not material. Perhaps you'd move to Arkansas, become its resident, then you may propose better suitable legislation for your needs?.

  14.  @bemhibbits4157  I wouldn't asked who's blame for it at the first place. But instead I would ask how to explain it. When a problem explained in good way, the solution is half its way. If there is a problem, the problem may arise from many different angles. It could be its people, process, method, material, anything. So, explain it in good ways then we all can make comprehensive action towards it.

  15.  @bemhibbits4157  Well. I have not referring to any "cultural war" as you referring to. I would think that it is for their people best interest that the legislation is announced. Arkansas state is answer only to their constituent, and they might produce legislation solely for the constituent best interest. That legislation might not be suitable for external parties like me or you. I would argue that help might comes in many form, and prone to be perceived differently by the recipient. ie. Take a look of what the US Army is doing to help Afghanistan become a democratic country, while from the perception of Afghan people, US is just another invader like Russian and others. The best way to help people is to make them help themselves by making ourselves as an example. As John C. Maxwell once said "God, when I am wrong, make me willing to change. When I am right, make me easy to live with. So strengthen me that the power of my example will far exceed the authority of my rank". An example from us, no matter how modest it is, will be better than the long words we convey to them.

  16.  @hibbo1351  Well.. that's exactly what we said about the Afghan people when we deployed our troops and tried to democratize their country, isn't it?. However, that is their life and they are comfortable with the way they live. On the other hand, from Afghan people perspective, it is us who is stupid. That is why, the best we can do to help them, is by let them help themselves and show us as an example of what is better means. We can not help one for better life, if they are not know what the meaning of better life is.
