The sole exception was Obama/Biden, where military spending repeatedly decreased by billions, as well as decreased as a percentage of GDP. During Trump’s Presidency, he called for and received the military spending increases! These hard facts may have contributed to the first Russian invasion during Obama/Biden in 2014 and second Russian invasion of Ukraine during Biden/Harris.
