  2.  @NM14825  - allowing people to rape & kill other people is cruel. Isolating the rapists & killers so they stop raping & killing is not cruel, it is the sole job of government… to protect the innocent people of a nation from within & without. All other tasks of government are not required, but nice to haves. The isolated people, not able to rape & kill people for extended periods of time, will have opportunity to repent and stop the pattern of rape & murder… before being reintroduced back into society in the future. If reintroduced, after testosterone levels have dropped, there is a chance they might be rehabilitated. Recidivism rates decline with lower testosterone levels. If they experience spiritual renewal, where they see other men & women as spiritual brothers & sisters, then they will have an internal factor driving rehabilitation. Recidivism rates experience dramatic decline with personal spiritual renewal.
