  4.  @Tusna44  Having it and using it are two different matters. Troy Michael Kell murdered a Utah State Prison Inmate named Lonnie Blackman in 1994. This was done inside the Prison, on video from numerous angles and witnessed by multiple Correctional Officers. Here we are THIRTY YEARS latter and he is still alive and filing appeal after appeal. Do you think that there is a chance that he is innocent and this is a case of Mistaken Identity?
