So why is there literally THOUSANDS of news clips up of people calmly walking out of stores with just less than $1000 worth of merchandise because they know that they will not be prosecuted? And why did Walgreens close nearly ALL OF THEIR STORES in the San Fransisco area? Yup, that's right because SHOPLIFTING ISN'T PROSECUTED in San Fransisco.
