This was a good explanation. Other factors hampering the economy are that some of the most productive members of their society have left the country. They no longer contribute productive activity to Russia. It was noted that the transportation sector is a large part of the Russian economy. It seems like this may be hampered by the Ukrainian attacks on oil refineries. While the discussion largely was about the production of goods in the Russian economy, couldn't the same negative effects be taking place for the Russian service sector? I was curious about Putin today. It just seems like he is running the country kind of dumb from a fiscal point of view. Even a dunce like myself can see that. So, I got to wondering how well Putin was educated in fiduciary matters. Wikipedia said he had a degree in economics. Go figure.

@SuezWSuezW Now that would make sense. He would have finished his education just about the time the Soviet Union was falling apart. He received his degree in 1997 and I envision that the curricula could have lagged the times so his training could have been as a Soviet economist. His reported behavior certainly mimics those old Commie bosses.
