  1. Good Background - It's certainly possible for China to engage in a sort of Manhattan Project to develop this tech themselves. Simply look at the marvels they have accomplished since they opened themselves to the world. Great skyscrapers, massive power production projects and high speed trains are examples of some of those marvels. This is but a bump in the road for Chinese progress.
