Operating a car is the same world wide in that you have gears, breaks, wheel, roads, other traffic and so on. As a western driver I would be useless in driving in a place like india and would probably take decades to learn how to drive to their standards. SO the idea that you can just do a system that can easily learning different environments has limitations as well.

@Hobojo153 alt But then the question becomes how do you get to the master ai system with the modular approach. Does it necessarily develop in that linear fashion.

The human brain is not a single system with an input and output. So the idea that you will need a complete central model to produce driverless cars is not the only way. The end game is to produce a system that is capable of driving a car to human level expectations. How that is achieved is irrelevant to the style of type of system that is used.
