  1. Iraq and Afghanistan were more pressing as is the middle east as a whole. But at some point international governments may turn their attention to North Korea. Secretly western governments probably want North Korea to do something stupid so that they can act against them.

  2. Or the reality is that he is not in control at all and that there is a regime in place that does things for various agendas. North Korea has to be more than just him there has to be a whole machine in place that is responsible for millions of deaths.
