  1. +Leigh Barry I do not think it is as high as 23%. In california it probably is near to 23% but not nationally. The vast majority of voters are casual and their views which they vote on are mostly shaped by the media. I would say in college the level would be near to 23% but most students are out partying and studying and are not politically active. Ironically the liberal media which is trying to dumb down the public is in fact making people care less about politics.
