  1. Not stealing if the money is genuinely the proceeds of crime. The issues arise if there is bad actors in the system or if the person has a criminal past.

  3.  @ickster23  There are 17000 police forces in America and there is bound to be bad people in there as there would be in every level of society. The issue really becomes serious if the person is gaming the system. Maybe more oversight is required or something else.
