Negative taxation would be a much better approach. It would mean those that are at the bottom would have something, thouse in the middle if needed would get a little bit of help and those at the top would still be the biggest tax contributors. The difference would be that it would give people the ability to earn more money without being pushed and would encourage people to do so. Universal income would not encourage people to do anything.
