  3. Most people in the projects are not bad people many just want to live a peaceful life. The very small number that are bad people are just allowed to roam free and do as they please. That is the sign of a weak society. Those areas can be destroyed by a very small number of people. It only takes 5 or 10 people to ruin an area.
