  1. Surely the only proven policy extension for demographic change is war. If a population is decimated or senses an existential challenge then it is forced to enter survival mode: fight or flight. Either way it has to win (escape or triumph) to continue to breed. To procreate requires means, to procreate successfully requires a system of living and a sustainable way for living. If it is the victors whom write history so then it must be victors that also breed the generation/s needed to survive history - recorded or not.
