  1. prefacing 'nuclear weapons' with 'tactical' is like marketing soap powder with 'fresh'. 10,000 ton is still hiroshima / nagasaki scale. perhaps tactical means deployment without specific intent to escalate into 'strategic' (eg. if you think you can get away with it on a one-way ticket)
