  1. presumably the RF is using [война?] as the 'war' that 'the West' is waging on Russia. as with Russian ambiguity there's enough scope for multiple interpretations and enough room of manoeuvre for subsequent 'clarification' or tactical manipulation - the latter being one of the RFP's top powerplay cards.
