If that had been fixed as per 'a good business model,' nevermind morality_ethics, then any tenant would not have to even make a decision about staying, or leaving. It's disgusting and could have made that guy very ill, possibly killed him. As @GeorgeGeorgeOnly said (although I'm not sure you'd have seen it, think they've blocked you.) you've clearly not seen the whole video, or have a selective memory of it.
