I used to believe the same, however means testing costs more to administer than keeping it universal and the government can then recoup some of it from the better off, through taxation 🙂 Your second question is never seemingly addressed in the media and is due to continuing with fossil fuels, combined with marginal cost pricing. (Your question may have been rhetorical 🙂)
