Some years ago, there was an idea put forward to introduce more and more people into the community, that had previously been held in establishments for the mentally ill. These places were then closed down. A number of murders were carried out by these people on strangers that they'd never even met. Whilst it still needs to be ascertained whether the person who murdered this poor chap was mentally ill, my prediction is for that. Thank you Mrs Thatcher.
