  1. my thought was spring-loaded visors (or whatever may be the "technical" term for those traffic light shades). If the snow builds up (or some bird tries to roost there) the visor tips down and drops off the snow. Low-tech solution. An advantage with LED bulbs is they can be made with an array of LEDs (I've seen them that way) so is some elements fail the rest if the light can still work, rather than the incandescent one failing completely. But not thinking about winter usage typifies the usual failure of government-think.
