  1. Now, if their government wanted to be intelligent about this (yeah,, I know, "government" and "intelligent" <g>) they would have a discounted mileage tax for pluggable hybrids. It would work towards their goal of electrification. But it's FAR easier for bureaucrats to legislate than to think. Or, to make things simpler (appropriiate for simple-minded bureaucrats), eliminate the roads tax on fuel, and ONLY have a mileage tax. But never expect government to remove taxes. Here in the USA it took *108 years* to remove a surcharge for financing the Spanish-American War.
