@Withnail1969 I think it was in the late 19th Century that it was suggested to shut down the patent office since there wouldn't be any new discoveries. After which the rate of new discoveries accelerated. Discoveries could come from someone thinking of a different path/approach, or from engineering discoveries in other fields making existing theories workable.
