  1. Isn't this part of what the WPA under Franklin Roosevelt was set up to address? Get people back to working on basic projects, and you're getting them back to gaining self-worth and getting back into society, all the while fixing a crumbling infrastructure. Of course the unions would make sure their bought-and paid-for congresscritters would shoot that idea down right away.
