  1. The NY State Governor, as well as the two US Senators need to be elected *by county*. Tally the vote totals for each county, and the winning candidate gets one "electoral vote" for that county. Total up the county -based electors, and that gives you the winner of the campaign. It's not like NYC wouldn't get their representation in Congress. It's called the "House of Representatives" for a reason. And if NYC balks at it? They can find how it is to do without all that water they're stealing from all the counties north of NYC. Especially since the belligerent attitude of the NYC Water System tramples all over the rights of those counties.
