Yes, it wouldn't be impossible to do, not easy because of push back by both sides when the other tries to impose their will disguised as reasons for expansion or contraction BUT what happens when it gets out of hand which it inevitably will????

The so called erosion is caused by certain factions who simply don't agree with the controlling party and their wish to restructure it in their favor and by doing so will create a precedent that will have the SCOTUS "Reconfigured" every power change! BAD PRECEDENT!
