As a property owner, I can easily point out the lack of protection offered to the management, (management has to move back in BEFORE or during - they never specified) a police presence will be put in place, along with money issues would be a factor, but realistically speaking, if the city is going to let these "migrants" stay, why bother? Let it get shut down, they get evicted, then I would repair the place.
