  1. The problem with Europe standing up for its own security is that Europe doesn't have a union government. The issue is not resources but leadership. It is like imagining not having the federal government in the USA and instead outsourcing it to the state governments to agree on a defense policy.

But itā€™s not going to work, so I guess itā€™s better to change the wording to something like ā€œbeing concernedā€.
