Because, so far, there's no indication that it was. From the FBI's website: "International terrorism: Violent, criminal acts committed by individuals and/or groups who are inspired by, or associated with, designated foreign terrorist organizations or nations (state-sponsored). Domestic terrorism: Violent, criminal acts committed by individuals and/or groups to further ideological goals stemming from domestic influences, such as those of a political, religious, social, racial, or environmental nature."

How does this shooting fit either of those definitions?

Not going to happen as long as the Constitution allows the right to bear arms. Congress might be able to get away with making guns and ammunition more difficult and/or expensive to buy, but total gun confiscation won't happen.

I would imagine it would be counted as neither. For the former, you have to have a good indication that the shooter's goal was to target people of a different race, ethnicity, gender, etc..., and I would imagine that most of the children in that school were Hispanic, just like the shooter. For the latter, you have to have a good indication that the shooter believed this massacre was going to somehow advance a political and/or social cause, and although further investigation could reveal otherwise, it doesn't seem like this was anything more than one person going nuts and taking it out on innocent children.
