  1. Many people aren't willing to relocate to an area like Julesburg. Partly because of its remoteness and partly because it probably doesn't pay as well as a suburban or urban school district.

  7. There are probably quite a few Americans who could teach math in that school district, but not so many who want to.

  11. In this specific case, it's probably not just the pay, but also the environment. Most young teachers don't want to be out in the middle of nowhere without any family or potential friends around their age.
